Health Delegate, Sudan

As the Health Delegate, you will be at the forefront of delivering lifesaving health interventions, particularly in Non-Communicable Diseases (NCDs) and Mental Health and Psychosocial Support (MHPSS), ensuring that vulnerable communities receive the care they need.

The Red Cross Red Crescent Movement is the world's largest humanitarian organization, and we are looking for a Health Delegate, Sudan in Sudan. The Health Delegate plays a vital role in supporting the SRCS in delivering essential health services to vulnerable communities. With a particular focus on NCDs and MHPSS, the delegate will ensure the effective implementation of health programs while providing technical expertise, capacity strengthening, and strategic guidance to SRCS and key stakeholders. This role is crucial in ensuring high-quality, evidence-based, and contextually relevant health interventions in a challenging humanitarian environment.

Key Responsibilities

  • Provide technical guidance to SRCS on NCDs and MHPSS in health programs.
  • Support strategy development aligned with national and global health standards.
  • Strengthen SRCS capacity through training, mentorship, and tool development.
  • Represent DRC in NCD and MHPSS partnerships and coordination platforms.
  • Contribute to the design of new health projects and funding proposals.
  • Oversee program planning, monitoring, and donor compliance.
  • Implement Monitoring, Evaluation, Accountability, and Learning frameworks.
  • Engage with government, technical groups, and humanitarian health actors.
  • Support emergency response operations and enhance DRC’s health-related visibility.

Experience and Qualifications

Required:

  • Master’s degree in Public Health, Medicine, Nursing, Global Health, Psychology, or a related field (or a Bachelor’s degree with additional relevant experience).
  • A minimum of 5 years relevant experience with community and primary health care programmes. 
  • Excellent written and spoken English. 
  • Proven experience in public health programme design and implementation, particularly related to NCD and diabetes care, and MHPSS.
  • Proven experience in supporting technical capacity strengthening of an implementing partner. 
  • Excellent communication and interpersonal skills to effectively liaise with diverse stakeholders. 
  • Documented strong project management including programme development, financial management, reporting, donor reporting and partnership management.
  • Experience of international deployment to fragile and humanitarian contexts.           
  • Ability to work collaboratively with national societies and local partners in complex settings.

Preferred: 

  • Knowledge of spoken and written Arabic.
  • Knowledge of the Sudanese health context and Red Cross/Red Crescent Movement operations.
  • Solid technical knowledge and previous experience with NCD related projects.
  • Familiarity with Health Information Systems (HIS) and data-driven programmatic decision-making.
  • Strong knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks within health projects.

The position reports to the Country Manager in Sudan. The duty station is Port Sudan. For 2025 Sudan is a non-family duty station with a paid 7-day R&R break permitted after every 8 weeks in-country. The classification of R&R duty stations is revised yearly and is subject for change.

The ideal starting date is 1st May 2025. There is a 3-month probationary period, and the total length of the initial contract is 12 months with the possibility of extension. The contract will be administered in accordance with the Danish Red Cross Terms & Conditions for Delegates.
