Regional Programme Delegate - MENA

We are looking for an experienced and collaborative Regional Programme Delegate to join our MENA team. While your primary responsibility will be supporting our programme portfolio in the occupied Palestinian territory (oPt), the role also contributes to Danish Red Cross' wider engagement across the Middle East and North Africa region.
Based in Amman, you will work closely with the Country Manager for the occupied Palestinian territory, the Palestine Red Crescent Society (PRCS), colleagues across the region and other Movement partners to ensure high-quality programme implementation, strong partnerships and effective humanitarian action.

About the role
As Regional Programme Delegate, you will be responsible for supporting the implementation, development and quality assurance of Danish Red Cross' partnership with the Palestine Red Crescent Society while also contributing to programme quality and organisational learning across selected country programmes in the MENA region.
Although Palestine will be your primary portfolio, you will also provide regional support to other country teams as operational needs arise. This may include contributing to programme development, donor reporting, partnership management, surge support and temporary capacity reinforcement across the region.
You will become part of the Danish Red Cross regional team and work closely with colleagues based across the region and at headquarters in Copenhagen.
Your key responsibilities
Programme management and partnership:
- Support the implementation and quality assurance of Danish Red Cross' programme portfolio in the occupied Palestinian territory.
- Maintain close dialogue with the Palestine Red Crescent Society and contribute to a strong, trusted partnership.
- Support programme planning, implementation, monitoring and learning in collaboration with partners and colleagues.
- Contribute to organisational development initiatives and capacity strengthening with National Society partners.
- Promote locally led humanitarian action and strengthen Movement cooperation.
Programme quality and donor engagement:
- Support proposal development and donor reporting.
- Monitor programme progress against agreed objectives, indicators and budgets.
- Ensure compliance with Danish Red Cross policies, donor requirements and humanitarian standards.
- Contribute to programme reviews, evaluations and learning processes.
- Support quality assurance across programme management processes.
Regional collaboration:
- Provide programme support to selected country programmes across the MENA region when required.
- Contribute to regional learning, knowledge sharing and exchange of good practice between country teams.
- Support emergency response, surge deployments or temporary capacity gaps where relevant.
- Represent Danish Red Cross in regional coordination meetings and Movement forums as appropriate.
About you
We are looking for a colleague who combines solid programme management experience with strong partnership skills and a collaborative approach.
You are comfortable working in complex humanitarian environments and enjoy building trusted relationships across cultures and organisations.
We expect you to have:
- A relevant university degree in international development, humanitarian action, political science, social sciences or a related field.
- At least five years of relevant professional experience in humanitarian or development programming.
- Experience managing partnerships with local organisations or National Societies.
- Strong knowledge of programme cycle management, including planning, monitoring, reporting and learning.
- Experience working with institutional donor requirements and compliance.
- Excellent coordination and stakeholder management skills.
- Strong analytical and writing skills.
- Excellent communication skills in English, both written and spoken.
- The ability to work independently while contributing positively to a diverse international team.
- Willingness and flexibility to travel within the region as security conditions allow.
- Experience from the Red Cross Red Crescent Movement, conflict-affected contexts or the MENA region will be considered a strong advantage.

The position is a 12 months contract offered on Danish Red Cross international delegate terms and conditions. The duty station in Amman, Jordan, and with regional travel, including to the occupied Palestinian territory when security conditions and access approval permit.
